This Request for Proposals (the “RFP”) is an invitation by the Corporation of the Township of Cavan Monaghan (the “Township”) to prospective proponents to submit proposals from professional firms interested in the provision of consulting services for the development of a new Cavan Monaghan Township Official Plan. The Proposal must meet all the requirements outlined in this document. Should none of the Proposals be accepted, a re-issuance of the Requests for Proposal (RFP) may be possible.

The objective of the exercise is to develop a policy framework and mapping for an appropriate mix and balance of land uses to encourage and sustain economic growth in the area.  Specifically, the update to the Cavan Monaghan Township Official Plan must:

•    reflect the policies contained in the Provincial Planning Statement (2024) and the Peterborough County Official Plan (2025);
•    reflect the requirements of provincial legislation;
•    reflect the Recommendations and Strategic Directions of the Township’s Growth Management Strategy;
•    implement changes needed to facilitate Township growth projections for both employment and residential uses;
•    incorporate policies to permit fully serviced development in and around Fraserville, Springville and the Five Mile Turn; 
•    outline strategies for economic growth to support a vibrant local economy;
•    protect natural and cultural resources including natural heritage systems, prime agricultural lands and cultural assets;
•    reflect the Community’s values and needs; and
•    ensure that decisions related to development proposals are made consistently and align with the Community’s long term goals.

The Township’s strong sense of history, community focus, environmental stewardship and desire to be financially sustainable must be respected.  The Official Plan must be a clear vision for the future of Cavan Monaghan Township. 

The Township is a lower tier municipality within the County of Peterborough.  The County is the approval authority for the Township’s Official Plan.
