This Request for Proposals (the “RFP”) is an invitation by the Corporation of the Township of Cavan Monaghan (the “Township”) to prospective proponents to submit proposals from experienced and qualified contractors to complete the watermain replacement and road reconstruction of the existing roads in Millbrook as set out in Appendix 1. The Proposal must meet all the requirements outlined in this document. Should none of the Proposals be accepted, a re-issuance of the Requests for Proposal (RFP) may be possible.  
Background: 
The Township of Cavan Monaghan provides full water and wastewater services to the community of Millbrook, located in the south-central portion of the municipality. The Millbrook water services were installed in the 1970’s and are now reaching the end-of-useful-life expectancy. 
Due to recent watermain breaks taking place in September 2025, the Township has elected to expedite the previous 10-year watermain replacement forecast and complete all watermain replacement in a 5-year timeline. The first year of the program, 2026, will consist of three sections of road including Frederick Street, Anne Street, and Cavan Street as set out in the attached set of drawings designed by Valdor Engineering.
